Thanks Lamb, one of the nuts for the front O2 is frozen on. I have been hitting it we PB for two weeks - may have to get more aggressive with the wrench. I can only get a small ratchet on it. The CEL turned back on coming home from work. So, it looks like the FPR was not it.

1988 FJ62 is getting CEL due to code 25 and 26. Replaced (1) O2 sensor. Reset CEL, but it came back on. I tested the O2 sensor and it looks good(propane torch and volt meter). Replaced FPR and reset CEL. I have not had a chance to run it on the highway which is where the light comes on...
I had overlooked the section of the FSM that had the instructions for the vacuum actuator and was going at it the wrong way. The good news is the gasket can be replaced without taking the rear case apart.
