To my understanding, it’s not supposed to have that there from factory, however many people end up siliconing it anyways. Perhaps the T-Case has had some previous work done to it.
Mine doesn’t have it, and it’s fine.
Silicone is great, it fills and imperfections in the Case.
When I personally did the rebuild, I bought new gaskets and used RTV on both sides. - just Remember don’t torque it down all the way, you have to let the RTV set up.

It was cheap, and all I had to do was weld it together. However it was a LOT of work.
