I’m getting classic symptoms of a vacuum leak and, using a smoke test, narrowed it to my intake filter gasket and a large amount billowing from my vacuum pump. Does this mean my vacuum pump needs replaced?

I think the three things fell out of the place I’m pointing to on the carb body, but I don’t know what order they go into it. (I’m trying to be very specific in my notes as I take this thing apart.

Problem just developed out of nowhere the other day. I was at a stop light and when I pushed the gas, I could barely make it through the intersection. The engine was oscillating between surging and dying. I had to hammer the throttle and burn through years of clutch life just to limp it home...
The manual says 150ft/lbs, but I can’t get it over 50ft/lbs. I don’t have the screw drive tightening mechanism like I do on my air pump, so I’m unsure how to leverage the kind of torque I need to on the A/C to get it to that level of tightness. Any suggestions?
