In AZ I'd do it as an abandoned vehicle. All through MVD forms. Owner or Lessee(sp) signs an affadavit (MVD Form also) stating the the vehicle has been abandoned and they have no interest in it. You tow it at that point and have 30 days to provide notice to mvd. They title search, no owner...
