There is a big bleed screw on the IP itself also, that should be bled first, then then bleed screw at the fuel filter housing, then each Injector as you crank the engine over ( or as it running if it starts up ) worth a try.

Was it bled from the IP first then the bleed nipple at the filter? You can crack each Injectors nozzle too when running.
