Does this have a separate voltage regulator? I would imagine it is built into the alternator by this vintage, but I am not as familiar with the Prado's. I would verify this as a starting point since you are pretty sure the alternator is good...

Yes. All measurements were with me NOT in the seat. So, it has been level for over 4 years, and now it is not. Perhaps this is because the spare is mounted on that side, and over time that spring sags?
