May want to try the Aerospace 303 for cleaning the rubber mat. FWIW: on smaller rubber items like door & window seals, I use Gummi Pflege Stift to condition them.

I would use hot soapy water, Dawn dishwashing soap, and a medium brush. Really no quick answer that i know of. Once clean i spray with tire spray to brighten up.

That is not a Fairey OD. Appears to be a Hone. Those bolt to the output shaft on the back of the transfer case. Fairey OD bolts to the transmission tail shaft on the back of the transfer case.
