I have done some R&D on the backlit setups and have a bit of a working version. I can buy translucent sheet material and then put a vinyl overlay on the plastic sheet.
It looks pretty good. The issue is what everyone has said above. There are a least 20 different styles of this gauge...
One thing to check is the board on the cluster. It can get damaged if the battery is connected when pulling it in or out. You might see a burned leg like this one.
Hey I know the answer to this I think. You have the metal separator reversed. See the pic below. That would be the 10,000 wheel. Try to reverse the separator and try again.

A 1980 can use any of the aftermarket clusters on ebay. Also you can still get an OEM cluster (KPH) that will work in your 45.
I have KPH to MPH conversion kits for the speedometer.
I cannot believe I missed this.
@turbodog56 you probably have this sorted but I have a good cluster for you in case you still need it.
Guaranteed to be functional. Send me a pm if you still need this.
One other thing to note is if you have an older screw in speedometer/odometer, don't use anything on the wheels except some water and maybe some soft soap.
Any kind of solvent or even Windex will take all the letters right off the wheels. I made this mistake a few times.

@cvan1971man this is a pretty common problem. The previous posts are right. At some point the odometer lubricant turns to glue. The fix is to remove the odometer remove the wheels and get everything cleaned up.
