I'm sure someone else can confirm but that looks correct. The round divit should be 7 deg BTDC.
To add; check the egr vac control modulator and the cats. Both of these can have similar symptoms for 3FEs.

Assuming you are talking about the City Racer Fuji carb, it should be very straight forward for a desmogged 60. The earlier carbs used on 40s are taller and have a few differences. It's takes a little more effort for a 40.
I have one on my 40 for several years now and it has worked great.
I drove my 40 for years with a frozen dizzy. Over time, I tried all kinds of stuff to break it loose with no success. One day, before going away for a long weekend, I tied the dizzy to a rafter in my garage with just a little tension. Came home and it popped right out.
Back in the old "3FE Yahoo" days, there were a couple of threads on using Green grease on the DS splines to help cushion the slop. Might worth a try...
