I've watched it while driving, it doesn't seem to rise no matter the conditions (hill, speed, etc). I swear it used to sit just above half way at idle and move up under a load or at higher RPMs slightly. Thank you for the reference though- maybe I'm crazy and it's always been that way.

I just looked at your diagram more carefully and your measurements can't be accurate. One Tcase flange can't be 92 when the other one is 82. They are parallel, so the angle will always be the same, but opposite sign. If one is 8 degrees down, the other one will be 8 degrees up. I think...

Okay, I'm not super smart at this stuff, but could it be air trapped in the coolant system and the elevation change causing some pressure changes not allowing adequate coolant circulation. You did mention you change the coolant not too long ago-- just my lame thoughts
