I lift one side of the axle with a floor jack and quickly drop it a few times. Shocks still stays on... is it just welded by rust?
My oem toyota shocks will come in a few days i will let you know in 2 weeks time hopefully I managed to get it installed
But if you search in this forum you will see plenty of data points to show that oem toyota shocks is the best for plush ride
Remember the spring rate does not 100%...
Tried this type of channel lock but still not strong enough bite to keep the shaft from spinning. I got a good lock on the nut and shockingly its 19mm
tried cutting the shaft where the rubber bushing sits not getting luck either. I think its my crappy chinese tool

Just in case anyone still wondering about the washers. I was intrigue that the washers are provided by any aftermarket shocks but it cost $10-$15 per washers from Toyota, each corner requires 3 to 4 washers depending on who to talk to.
