Thank you @tornadoalleycruiser but I think I fixed it! When I disassembled the outer hub dial that pawl was wavy under each of the ears that hold on to the groove of the dial. I think that waviness made it hard to turn dial by hand. The ears on the pawl were also bent outward and wouldn't hold...

When we got that snow 2 weekends ago I couldn't turn the passenger lockout by hand and when I used pliers to force it, stays locked when turned back to free.
