I believe the answer is yes if you’re careful and go slow. The last three miles in general has gotten more challenging. You could probably make it down to the overlook as well if you stacked some rocks in some key locations.

It will be clear of snow by late July. There is good fishing on the Selway River. Take the spur off the main road up to the Selway raft put in/Paradise campground. This is a good place to camp and fishing is great near by.
