Wont go into 4 low

Ok, it worked before and now it does not. I can move the stick over to 4 high and run all day but it wont budge an inch toward low. Whats my problem?

I have a similar problem... but it can move if I pull or push very hard.

I have kicked the thing and it still wont bugde. I thought it might be gimmed up so I took a pressure washer to the thing and no good.
