Wire shortcutting fusible link

I was cleaning battery terminals today and noticed a wire connected directly to the metal tab at the front of the fusible link:

So looked like the wire shortcut the fusible link, but it didn't look like a lousy emergency fix. I looked at the '04 EWD and the wire seemed to go to the starter:

Is it correct? I just wanted to make sure.

You photo shows a standard battery connection to the fusible link and starter. No lousy emergency fix!

The setup is correct - the wire connected to the front terminal on the fusible link is standard (and connected after one of the fuses inside the fusible link)
