You know someone is going to tell to just drive in light to very light rain. :)

does the switch stop at the slow position or does it click onto the fast position, I had the same problem a few years back and I found the steel pin that secures the stalk down by the switch mechanism had slid out and physically stopped the switch moving onto the fast position, I pulled it all apart and tapped the pin back in and its been sweet ever since

No....the delay and slow work as they should....but when going from slow to fast there is no change

I would pull the wipers into the up position off the windshield and test with out them touching the windshield to see if you have a weak motor first. If it still doesn't change speed off load then check to see if the wiper relay is getting a signal change when you switch to fast at the relay level. The wiper relay is located on the passenger side pillar behind the plastic side cover right underneath the fan blower motor.

Let me know what you find

update:
I pulled the plug and cleaned the terminals at the motor and plug....and now I have all speeds..

Thanks for playing..."what the %$#^ is wrong with my cruiser today?"
