Why does my FJ-60 buck and surge at low speeds?

Hey everyone,
The issue that I am having with my go is that at times it seems to buck and surge at low speeds esp in 1st gear. It does it when you are barely touching the gas pedal, and moving slow. If you hit the gas it is fine and all the bucking and surging goes away. Any ideas as to the problem?

Mine used to do that when not warmed up.

Only when cold. And, not all the time. Maybe once, twice a month.

That surge, with A/C, Is the idle kicking up when the compressor kicks in. you can feel it somtimes when running around at steady speeds, in lower gears, say between stop lights etc., Hell I can feel the compressor kick in doing 55.. feels like a parachute opens behind the rig if going up a long grade. Luckily, up here I rarely need a/c, run it every now and then to circulate it though..
 
A 60' is a very cold natured beast anyway so I'd reserve diagnosis till it was thorouly warmed up. oh! and that a/c kicking in should be considered
 
What about when warm? That's when mine does it. Pull the choke out just a tad and it goes away.

Mine seems to do it at all times, warm or hot. I am not a 100% sure but it might even do it more when it is warm? My carb is about 1 and 1/2 yrs old (brand new Toyota piece). What is the EGR (exhaust gas recirc?), and HOw do I check it? And what might I have to replace and how much does it cost?
