99 has more info about the service history.2nd owner private party sale.
03 is at a dealer and history not well known.

I plan on driving it daily what adds up to about 25 mi a day. And building it in the future for some light wheeling/camping trips with the kids since the 40 is not going to work with 3 of them and the dog.

99 is locked

99 has the gold trim and Chrome rims so that would have to be changed.
03 has flares so that would have to be changed

I'd go with the 99 and be at least $5k richer. Emblems and wheels won't be hard to fix.

if you plan to wheel , go for the 99 and build... if you are not wheeling it / building up for a while and you will not be the primary driver I would do the 2003 for added safety
