What is a transport tag

So i'm at work yesterday and one of these pulls in the lot.

A diesel Mitsu L200

looked at the back and it had a NC plate on it but said transport or transporter on it. What is that?? Some kind of loop hole to get out of country trucks in here.

Tried to talk to the owner when he came out again but he was in a hurry and didn't speak the greatest English.

Generally a transport tag is issued when you purchase a vehicle in one state and are planning to transport it to and register it in another state.

Also dealers use these plates to drive, over the road, a vehicle from one dealership to another, both in state and out of state.

So how the hell did that mitsu end up here??

Might be some loop hole worth looking in to.

Heather runs a used car dealership and they just use the dealer plates to move vehicles around on the road.

here's what I found... seems a bit fishy on that vehicle
