Please forgive me as I am new to the world of off roading, overlanding, or anything of that sort. What are these things attached to the rack of this vehicle and what are they used for? I've seen them on other trucks as well and it has really sparked my curiosity... Any help would be great. Thank you

I believe what your looking at, are Sand Ladders.
(what I call them anyway)

Put them under your tires for traction.
 
Sand ladders, the best are the old ones from WW2 desert aviation fields. But you have to cut the hooks who might be dangerous for fingers, tires and the car. Those made from aluminium bend to fast and afterwards you have problems fixing them at the provided place on the car. The old ones however weight much more than newer models.
They not only are usefull in sand, even in mud or for building a little bridge they might be usefull.

If you're looking to get some look at bridging ladders. Sand ladders are used solely for low traction situations, I.E. stuck in sand. Bridging ladders can support the weight of your FJ and are used to get over gaps in things, I.E. the space between two rocks. Bridging ladders can also be used as sand ladders. If you're going to drop the cash, might as well get something more versatile.
