Weber won't run w/ a fuel regulator, WTF??

I have read and read, and can't find an exact match for my issue.

'78 FJ40, 2F, desmogged and am running a MSD multispark ignition, 3FE exhaust manis. Other than that, the Weber 38 is the only modification. I have had a rich condition for years, but the motor seemed to run fine. The idle mixture screws were out of the recommended setting at probably 2.5turns out from seated. I recently fixed an intake/exhaust leak that resulted in an even richer condition. The idle jets are both 55 and I am at about 450ft above sea level and rarely go over 2500 feet. She was running so rich my wife said she won't ride w/ me anymore because of the exhaust smell making her feel horrible. It spits carbon/condensation too.

I did some reading and tried installing a fuel pressure regulator inline, but it actually worsened the condition. At 2.5-3.5 psi (attempting .5psi intervals), the motor seems to be starved of fuel, and won't even idle for more than a few minutes before it dies. I can get it to run w/ the regulator at its highest setting of 5.5psi, but it is still bucks at high rpm under load. Another thing I noticed is the change in the mixture screw is not nearly as sensitive as it should be according to what I have read. Can anyone point me in a general direction on next steps to get her tuned up? The idle jets are 55's, like I bought it from JTO many moons ago. As long as I can remember, I have had white smoke and

38 DGAS Tunning

Ramon, try these instructions, follow them to the 't' and don't skip a beat. You might find that it's just a matter of doing things in the right sequence. The 38/38 is a great carb, but it can be testy if you're out of line with it. Keep in mind it's a racing carb, and chances are it's going to run rich (which is better for your valves than lean). Mine always has, but it runs well, just not at 14:1.

I also have the 0-5 psi Holley regulator and I wouldn't run without it.
 
make sure your in/out is not reversed on the regulator.....do not ask me how I know!
