Unused wire harness terminal in rear DS quarter panel.

Looking for a + wire to splice in a rear LED light. Found an unused terminal in the rear driver side quarter panel. There are 2 shown in the pic; the one on the right is the 12v power source in the cargo area, the one on the left is unused. It rests right at the rear opening behind the quarter panel cover. Any ideas on what this is and if there is a + wire associated with it?

Here's another view. Looks like there are only two wires, a black one and white one.

Not sure what that is, but you could splice the rear cigarette plug. It wouldn't be constant power though.
