Turn signal and hazard switch removal

My 87' RHD BJ70 turn signal lights do not work. Fuse and flasher are good and the hazard lights function correctly. I measured the continuity of the connector for the turn signal and hazard switch and found the problem of no connectivity between pins 2 & 7. The Toyota manual indicates the following:

It appears it is not as simple as stated above, to me it looks like the steering wheel must come off first and then the turn signal switch can be slid upward and removed, the turn signal switch seems to fit around the steering shaft, it doesn't look like it comes apart to be removed...am I missing something here?

That is the same diagram I have as well. It certainly looks like the 84110 sw assy is removable from the plastic body surrounding the steering shaft, I just don't see how it comes off. I'm sure someone has replaced one of these and can shed some light on the procedure.
 
Well I was able to remove the steering wheel by removing the nut and giving it a good pull. Once the steering wheel was removed it was easy to remove and inspect the turn signal & hazard switch assembly. Turns out I don't have to replace the assembly after all, cleaned and aligned the switch and it works fine.
