Rear diff light stays illuminated regardless of switch position . I don’t have lockers so hard to compare.

Light stays illuminated with rear axle locker disconnected.

Light stays on with diff fuse pulled and ECU connected.

Light goes out with locker ECU disconnected

The diff lock lamps are fed +12 from the GAUGE fuse and are illuminated by switches to ground from the individual position switches on the locker actuators.
Your symptoms indicate a short to ground in the wiring from the diff lock ECU pin 2, likely junction I5.
I doubt that there's a short internal to the diff lock ECU, but it's worth a look.

When you say "Light stays illuminated with rear axle locker disconnected." does this include the connector for the sensor that detects whether the locker is locked?

The circuit is basically is Power -> Light (cluster) -> Diff Lock Switch -> GND.

However, the Diff Locker ECU does appear to supply GND while the diff is locking. I think this is how it does the flashing. But you didn't mention flashing.

I suspect a GND issue with pin 2 of the locker ECU, or a short in the harness. Check for continuity with GND. I would check at the diff switch, then work to BH2, ID1, Locker ECU, etc.

Rear wheel movement

When I jacked up my rear axle, wheels moved in the same direction as the video. I.e opposite

I assume, in the video, axles are not locked.
