They didnt connect all the wiring up, look around the side/top of the transfer case, there should be some plugs, one of yours is unplugged, it tells the vac system to engage 4x4 when the shifter is moved to Low.

Or take it back and tell them to find the plug and plug it in.
 
Cheers guys found out it was the hubs that hadn't been serviced in years and the grease has gone hard and jammed the free wheeling hub in unlocked position. Got told alot of people overlook hubs, when they are a crucial part of the 4wd system. :)
 
I will explain here my story about this topic. I just had a shop rebuild my Transfer case in my 1989 JDM BJ74. I picked it up late Friday afternoon and as soon as I got the chance to try it I noticed the 4WD light does not come on in 4Low. I put the truck up on jack stands and confirmed that there is no power going to the front driveshaft. If I engage the vacuum shift 4Hi button on the dash then I do get power to the front driveshaft whether in 4Low or 4Hi.Can you guide me what can be happened?

Its a few years since I played around with vacuum shifters ,but I think they may have left off a wire connected to the low range shifter.
When you select low range without pressing the 4wd button ,the low range shifter operates a switch which in turn triggers the vacuum which connects the front driveshaft.

If they havent left off a wire,they may have damaged the switch.

I coincidentally had the same problem after having my T-case rebuilt. The 4 low switch is the middle one of the three located on the right side of the T-case. In this pic you can see mine is covered in silicone (was leaking oil). I replaced it and the problem was solved. You could pull it and test it with a voltmeter or even a small power source and test light. If you need the part number let me know as the Toyota parts diagrams do not label these switches very clearly

I have the same issue with my BJ74 after taking it out of storage (the vehicle has been sitting for over 3 months) and I have troubleshot it down to the 4 low switch. As you say the diagram is not labeled the greatest but the part number looks to be 84222-60040. Can somebody verify this and would you know if there is a gasket or o-ring to go with it?
