Tranny keeps forgetting to step down gears

When I bought my GX the truck had its tranny "serviced", i did a drain and fill, and checked level using the level checker on the transmission drain pain, with the transmission at temperature, long story short i was 1.5 quarts short. After reading around it looks like these transmission flushing machines do more harm than good, and most of them do not do a good job of putting the correct amount of fluid back in the system.
