There are very few areas up there legally open to the public any more. The FWD club at Tracy City, The Damn Locals, have permission from a number of people so they can access the trails. SFWDA has it 3ed quarter meeting up there Sept 13 and the locals provide guided trail rides.
there are many excellent trails there. the most beautiful i have ever seen. i have spent most of my trail riding over the past 20 odd years there and always try to keep a quiet muffler on mountain storm just because of these trails. you can sneek in at many locations. i enter behind the gas company or the whitecity trailer park or behind the tracy city grocery.
you can also enter from the bottom out of jasper. either way will prove to be a great experience. i personally hold no reguard for the so called "tracy city hunting club".
all trails are marked on any topo map. they are old logging roads from before the depression. during the depression, many families lived in the hills. you will find old rock walls and house foundations deep in the woods. we have picked them clean with metal detectors but i'm sure we have not found everything.
Contact Damn Locals for sure. They are a very professional outfit with great leadership who treat their trails with respect and know everywhere to go. I rode with them a while back when they hosted STLCA and had a wonderful time. I would strongly caution against exploring the Tracy City area without them as there is a lot of illicit activity going on in those coves (not me saying this - the trail boss) and the folks there will use firearms. But we had an awesome day on some great, challenging trails.
ditto on what Pete said...stick to the main trails...but the Trail Boss also told us that if we ever want to ride up there to contact them...that we were welcome anytime.
