Hey guys,, I have never done anything with paint before but recently moved to the coast and have noticed some of my chips and scrathes showing the rust colour I would like to take care of this before it really sets in, have some scratches on the roof from taking off and putting on the roof rack,, whats the best procedue

I use a small grinder bit with my Dremel to remove the surface rust and then touch up with paint.

I had considered something like that, what about prima Im clueless when it comes to paint

Depends on how big a spot you're painting. For tiny nicks, paint only is usually adequate.

I've sanded down a couple of tiny spots that were showing rust with 320 sandpaper, and used touch up paint from WalMart. It's far from perfect, but good enough for me.
