I think its possible to move the plate but i like where it is setup. You think that tire carrier is off a 4runner or patherfinder?

I would be worried about those bolts bouncing up and down in that sheet metal....Do you think that it is reinforced?
 
This has been discussed b/f you have to reinforce the sheetmetal. Not as easy as it seems, best bet is to just get a new rear bumper w/swingout.

Also, just another place for rust to form. (In the bolt holes to the body)
 
SOR has got one that mounts to the factory rear bumper and bolt holes, but the damn thing is like $ 700. You could get a swing-out for that much. I bet they'd sell 10 times as many if the price were in the $ 200-250 range like it should be for what you are actually getting.
