He won't stay in the back and he's probably slightly more vulnerable than sitting on my wife's lap or on the center console.

Unfortunately the folks with the least control over their dogs seem to be the same ones who think its cute to have the dog ride in their lap or worse.
Train the thing to stick its head out of the passenger side or second row window and if its untrainable ..... get a cage.
