Yes, as LLC stated - Techstream. Very easy.
You can search and find plenty of info on how to purchase and use Techstream software to update these settings along with many other, also the ability to check sensor and feedback from the ECU
I had it done today on a 2000 lx470 at my Toyota dealership for free. This was after Lexus told me they could not do it. I have full manual control of tilt and telescope and do not have the Auto feature. It can be done!
