I’m not 100% sure but I feel like the back tan trim needs to come out to get those bolts out of the roof. I don’t want to break anything so is there a proper procedure or is that the wrong way to go at it. This is the tailgate I wanna take the bolts out to mount my new diffuser

It’s been a while since I’ve been in there, but pretty sure you do not need to remove any trim for access to spoiler/diffuser bolts. All you need to do is pop off the black grommet in the top right corner of your second picture to access the diffuser mount bolts.
Looking at your photos again the mounts on my 07 are further from the third brake light. There may be another access hole closer to the third brake light in earlier models.
