A couple times I've had the steering act like manual steering and the turning radius was horrible. Turned the LC off, then on and issue was gone. This happened a few months ago and hasn't happened since. I haven't taken it to the dealership because there is nothing "currently" wrong. Then I saw that this issue has affected some highlanders and camry. Anyone else have this happen?

No idea, but sounds to me like the PS Pump is going out. Just my $0.02.

this cars have steering system that with grater speed will tighten the steering not a lot , but it does for better control , I do not know how it does that mechanically or by computer . I an not sure if Toyota dealer can help you because this car is so rare for them that a dealer usually do not have knowledge, but you can ask and tell them what you experience, who know . I have 2009 with 60K and I never had any problems with anything at all, but I drive my like I stole it.

Very basic and I'm sure you've already checked but verify that your ps fluid is topped off. On some vehicles, when fluid gets low in the reservoir, air can get into the system causing the condition you described. After stopping and starting the engine, perhaps the pump re-pressurizes the system and temporarily eliminates the issue. This would be a purely hydraulic condition not taking into account any electronic override for low speed/high speed steering rate adjustment.
