A friend of my want to know if a 1985 BJ70 steering gear box can fit on a 1983 BJ60.

Absolutely not.
The 60 is behind the axle and the 70 is in front.
They might even bolt up but when you steer right you'll turn left. I think that would be harder to get used to than right hand drive.. ;p
