Steering boots oily (not dripping) yet

replacing the seals and bushings would solve the leakage? considering cheap labor where I live (150$ labor)

or it should be replaced?

thoughts and recommendations are welcomed

Mine are wet looking on the bottom too but fluid level is stable with no apparent loss and no dripping from the boots. Been that way for as long as I can remember and I never have had to add fluid between yearly flushes. I wouldn't worry about it unless it is actually dripping, but that is just me. Plus the steering rack is not an easy job from what I read here. I don't know where you live but I don't know who in there right mind would volunteer to do that job for $150. You may want to check there credibility if you haven't already if you do decide to go ahead with that.

same thing here, no needed oil to be added,

well i live in middle east and the labor here are very cheap. max labor job for this is 200$
