Spare tire spool maintenance

The PO of my truck never did anything to the spare. When I bought it it was rust-locked under the truck and I was told by the local dealer that I needed a security bit to work the winch. Well, it seems that the local guys just don't have much of a grip on the facts. After a local 4x4 shop looked at it and told me it was a standard hook setup I began spraying it with PB Blaster and today I got the spare out. Now the question is "What do I do to keep it working properly, I would prefer not to fight with it if i actually flatten a tire in real life. Also, will a 285 75 16 fit back under?
 
285 75 16 fits fine on mine, even with the tow hitch. Seems that cleaning with brake cleaner and then re-lubricating with a good water resistant spray lube would do the trick.
 
Before I had the rear tire swing out, I would lube up the cable with liberal amounts of antisieze everytime I rotated tires.
