Sources for fenders?

I have some rust holes in my front drivers fender (upper and lower) and I'm wondering if I'd be better off replacing them rather than getting the body work done. The body shop says about 800$ for both holes. I'd bet I can get the parts and get them painted for the same amount and have no body putty.
The problem is I cannot find the panels online. Toyoata Overstock seems to have the sub assy's but not the actual outer panels. Any leads out there? It's our 2002 LC.

repops are all over the place... look on ebay even amazon ... about $260 delivered, the quality of body panels made in China really has gotten better BEFORE china I was an importer of knock off body panels from Asia and they were NOT good.... I would rather have NEW fenders from china than rust repaired OEM fenders.. that said I just pulled one from a junk yard and was happy to have an oem fender... there are guys on ebay & the net that will sell you a fender and paint it an OEM color for about $100 more...
 
I do not recommend cruiserparts. I picked up both front fenders there to replace existing rusted fenders. Guess what they sent me? Two fenders with rust on them. When I sent them pictures to show them what they sent me, they were very unhelpful and would not exchange them.

For the price you're better off getting OE fenders than rolling the dice with cruiserparts.
