Seat belt locked

My drivers side seat belt is locked. It’s in the lowest adjustable position so I can’t release the tension. Will it reset if I disconnect battery ? Thanks

Is it locked or jammed in the riser mechanism? Does the risersstill adjue? If the riser pops out of the clip it'll feel like it's jammed.

The riser won’t adjust becuse it’s on the bottom setting. This has happened before and I was able to lower the adjuster. This time the adjuster was set on the bottom setting when it locked up. Yesterday I was driving without my seatbelt. I hit the brakes and I heard the mechanism retract

Hmm, you can pull the panel off. Three 10mm bolts, two on the grab handle, one behind the black panel.
