I would check out the Kestrel Talon for your needs. The frame would work well for your dual purpose needs.
Also older Specialized Allez bikes had the frame cut out that put the rear wheel up under you and the geometry would work well for both.
The Cervelo Solosit Alu model would be another one I would look at. It has a lot of wind cheating selling points. You could find that used for right around $1k.
Buying used isn't as scary as you might think. If the frame is ruff just walk away.
