All nine of these are rusted pretty good! They lay on top of the small neoprene padding under the bolt.....does anyone know the part number (Milton Martin Toyota parts guy was clueless) or if anyone has used something in place of these?? Thanks.

I doubt you will find them available as "replacement" parts. They probably come with the whole rack kit for port installation.
When I removed my factory rack to mount my K-9 rack I found some of mine to be rusty too. I made new ones out of 1/8 aluminum and siliconed them in place. Personally, I don't like to have anything up on the roof that will rust anyway, but that's just me. Especially in those rack mount channels where they are submerged at times and then stay wet for longer times.

I cleaned all the rust off as best I could and sprayed them all with DupliColor rust inhibitor; I think I've decide on a Gobi rack though so I probably won't even need to reuse them unless the Gobi calls for it.
