Right blinker flashes faster than left

A few weeks ago my right turn signal blinker started flashing at a much faster pace than my left. However, none of my bulbs are burned out and I'm still using regular bulbs instead of LED. Is this a sign the relay is going? Frankly its annoying.
 
I've never had this happen on a 100 but on other cars I have.

The turn signal bulbs might not be burnt out but the resistance somehow changed.

I'd change the bulbs before any other diagnosis. Cheap and easy.
