Replacing rear wiper arm, and corner light clip

How do I remove the rear wiper arm? Do I need to start with removing the interior panels, or is there a way to remove it from the outside?

During hurricane Hermine a tree fell, missed our cars, but the branches managed to just snag the rear wiper and bend it way out of whack.

Also one of my turn signal housing is loose, it seems to be missing a clip or something that holds the light housing to the fender. What's this called, so I can search and find it to buy?
 
you should be able to pop or slide the base cover off, and there is a (10mm) nut holding the arm on the external shaft. Be careful and slide the arm off the shaft straight toward you. It will take some pressure, but it should slide off. No need to mess with any interior parts.
