Background:
1998 Cruiser; 187k.
ABS/Brake light came on. No brake pressure so went with replacing the brake booster with new unit (purchased from Toyota online). replaced it and then alternator warning light came on when I turned it back over to bleed the brakes so replaced that with 100a reman unit also from Toyota online (alternator was original so not a shock it was due to be replaced). After that no warning lights on.

I've been going through the check and bleed with my wife as assistant.
a) brake booster in new unit is triggering.
b) fluid is going up/down in the reservoir.
c) I started with the rears and there was no pressure so switched to the fronts. fluid/air coming out of the fronts although the flow wasn't as strong as I'd expected.. pedal firmed up.
d) went back to the rears and used the press and hold method with the bleeder cracked. Nothing coming out.

I did take it for a drive around the block after bleeding the fronts before moving back to the rears. no warning lights. pedal was firm.

Suggestions on debug process?

Is the ignition on?
mine is 2000, rear has two separate lines. ignition on, foot on the brake pressed in (no pumping), crack open the rear nipple... wait few seconds and close... done with that wheel.

May need to have a scanner to activate the ABS pump in order to bleed the system. Be careful not too attempt bleed with the ignition on. You can damage the ABS if left to cycle for too long.

You need to have the ignition on to bleed the back brakes. You can do the fronts manually, but the booster needs power to do the back.

I did have ignition to on for the rear brakes: ignition to on and foot on brake pedal.
I'm worried that the new brake booster is bad.

If you leave the ignition on to activate the ABS pump, you can over heat the ABS pump. A scanner will tell you the time duration to activate and bleed. (Usually about 5 to 8 seconds) It will then tell you to cycle the ignition to allow the pump to cool down. (Usually about 30 seconds). This will be repeated 3 or 4 times, keep the brake fluid level full in the MC.

Bleeders could be clogged up.
