Removing rust from panels

I need to remove some rust but I've got no idea about which products to use for prep, patching, or painting. Most of the rust is surface but some might need patching. My idea to fix is as follows:

1) wire brush the area to remove as much rust as possible

2) Use a rust killer and primer to prep the metal

3) use fibreglass to patch the panel from behind (if needed) then fill and sand flat

4) apply a rattle-can primer (2 coats)

5) .......this is as far as I want to go - can't afford a full re-spray yet

Am I on the right path? any advice would be greatly appreciated

P.s i'm in New Zealand and don't have access to the same product names as in the USA so will be using mostly generic brands
 
The 3M K&H Rust Dissolver can be used by first wiping with a water dampened cloth, then wipe the Rust Dissolver over with another cloth, and a wee while later with another water dampened cloth.

KBS products are available over there KBS International Resellers
I've used Fusion sprayed from a 1.7mm HVLP at 2 bar, and from an aerosol can. The aerosol can is much more manageable and less likely to induce runs, also the spray pattern from its nozzle is very good.
 
Also want to check that i've got the right steps to remove the rust and repair the panels to an acceptable standard
 
Please have the rust cut out, and weld in patch panels. Fiberglass is not a strong or good option for rust repair. You will end up repairing it again in the next year or so. Plus the next owner will really appreciate it;)

My PO used TONS of bondO and even a little fiberglass. I have had every ounce of bondO removed and repaired correctly using only a skim of filler under the paint:)
