removing over paint

PO painted some black rustoleum over the tailgate of my pickup. Some of it is flaking off, but most is staying put for now. Is there any easy way to remove this paint to expose the stock paint underneath?
 
PAINT REDUCER will remove the paint. DO NOT USE PAINT THINNER!!!! Reducer thins out paint in order for it to be sprayed as does thinner but is a lot less potent. Put a small amount on a rag and wipe it on which will take the paint off. Use a second clean rag with a soap and water solution to clean the surface. Do small areas at a time and be careful not to press hard, let the reducer do the work for you. If you feel this isn't working you could wet sand it using a fine grit wet sand paper (1000 -1200 grit) and a soft sanding block then buff and polish it. If you want to reprint it and make the spray paint stick to the factory paint use a RED SCOTCH BRITE PAD (fine grit) and sand it using water to wet the surface. Get all the shine off the panel, make it dull don't press to hard and get into the grooves. Let the pad do the work. Put 2 light coats of paint on first
Eating each one dry a little the your last coat a little heavier for the seal and protection. Good luck
