So, was it the tank and FP issue after all this or was the problem more involved?

Ran good. Wipers didnt and it was pouring out + I have Cataracs so ride was a wee bit stressful for 30 miles
Tank was never fully cleaned out.
Was held on by two rear mounts only, which were welded on vs bolted, and in wrong spot, tank was crooked and pushed into front crossmember...with extra metal welded in that was covering holes for tire swing and crossmember. Tank was not removable....Cut all the hackery off and corrected. Flushed tank til clean...had no fuel filter either.. filler tube was kinked.
New city racer carb needed tightening up as vacuum was low and bouncy...some adjustment and she came into it.. Rad cap was leaking.
Reverted back to factory throttle linkage.
New CR choke cable too.
Bled the brakes...
Did not check the wipers
