Rear windshield wiper sagging

Does anyone know how to reset the rear windshield wiper's home position so it doesn't sag and sits just below the rear window rubber trim?
 
Remove the black cap at the base of the wiper arm. Undo the exposed nut. Pull wiper arm off the spindle and reindex it back up into the correct position. Getting the arm off the spindle can be difficult. They are usually really tight. May have to use some PB Blaster on it and work it up and down to get it to walk off the spindle.

Get a cheap wiper puller and index to the proper angle. Use it later to remove and paint wiper arms to improve appearance.
