Rear Louver Weatherstrip?

Replacing my rear slider window weatherstrip and runs on my 94 so bought now rear vent louvers to replace while all was apart. The gasket around my first louver was completely off, now just got new replacement still in packaging and that gasket is off too. Am I missing something or is that strip around the louver supposed to be loose? There's no way on the louver itself to reattach it unless I use silicone. Am I missing something? Thank you!

Some useful info here:

I remember using gasket adhesive to reattach mine.
 
This is the 4th BRAND NEW louvre (2 front and 2 left) and all 4 now like this. I sent the first two back at the parts counter thinking defective but now the next set exactly the same with completely torn weatherstrip from the plastic body. Thought this would be a 5 minute job but now stuck on gilligans island. Off for a tube or silicone!
 
So after returning the defective ones I bought locally I purchased a set (left and right) from Japan via Amayama. These arrived and the weatherstrip is solidly attached to the louver all around and can't be pulled off even with force, as intended I imagine. No need for silicone to re-attach.
