Rear Axle Preload / REAL TIME HELP PLEASE

I'm trying to figure out how this preload works and it seems I'm not getting it right. I've tightend the lock nut several times making sure it has compressed all the grease and bearings. I backed it off and basically hand tightened it, but not even that really. At this point the hub turns nicely. When I go to tighten (43inch lbs) the lock screws it created more resistance when I turn the hub.
Any ideas?

No I don't have a fish scale! Do I really need one?

If you can't easily define "more resistance" you should use a scale.
 
Since you can't choose exactly what tension for final due to the need to choose one of the hole sets that line up with the lock ring and phillips screw, it's not so easy unless you've done bearing setups before. I just got it to a nice feeling by hand (no fish scale), then used a flashlight to see if any holes lined up. If not, I would make a decision on whether to choose the next hole looser (old bearings broken in) or the next tighter (all new bearings/races).

Yes I know it's hard to describe or explain resistance but I'm pretty sure I got it right. I actually thought this job was going to be a lot harder than it really was.
