Need some advice on taking this off. Removed the four bolts but the fan still won't budge. It's supposed to come off at the blue part I'm assuming?

The flange part the 4 bolts come through should split away from the pulley the serpentine runs on. I used an old wood chisel and tapped it in a bit, moved to the next quadrant, tapped again, repeating around until I could get it to come free. Might be a better method out there, but it worked for me.

Thank you! Got it out using a wood chisel. Really seized in there huh.

For reassembly I cleaned up the parts a bit and smeared on some anti-seize. Don't know if it will help for next time, but it made me feel better.
